Diplomacy is a terrific game from Avalon Hill. A few years ago, Judges were installed on servers around the world to adjudicate games. Many people joined games through the Internet and Play-by-Email Diplomacy has been enjoyed by thousands of people from dozens of countries. A group of these players have decided to band together in a restricted-access club called The Vermont Group. Members of this group play in games that are restricted to other members. The main goal is to have games that don't go through resignations, abandonments, and replacements that mar the continuity and enjoyment of the game. A secondary goal is to raise both the quality of the competition and the punctuality of the participants to a level that is above the norm in PbEM Diplomacy in the process.
The requirements for joining the Vermont Group are simple: a good standing on the Diplomacy Resignation Record, currently defined as having a ratio of (G-R)/(R+1) of better than 4.0. This basically means that a player finishes more than four games for every game in which he was replaced. The earliest a player can qualify for the Vermont Group is after completing five games without a resignation (G=5, R=0, (G-R)/(R+1) = 5.0, which is greater than four). Other "threshholds" are 10 games with one resignation, 15 with 2, 20 with 3, 25 with 4, etc. This doesn't sound very restrictive, but amazingly, it rules out over 91% of the players in the hobby. Over 40% of those who do qualify have joined the Vermont Group.

welcome to join. Note that (a) only Vermont Group members may join
this mailing list and (b) it's not mandatory for Vermonsters to join.

you may do both at once (assuming your Resignation Record checks out):
Joining new games can be done one of two ways -- the popular games are formed through the V.G. Game Queue V.G. Game Queue, and the more obscure ones can be requested through the yahoogroups mailing list 'vtgroup'. Most games should be run on the USVG Judge, which is restricted to members and now runs a recent version of the Judge code.
To get a list of forming games that have openings, send just the command "list", in the body of a message, to USVG. The Dip Pouch openings list lists the current openings, toward the bottom of that page.
To request a new game, ask for someone to host a game of your description on the VtGroup mailing list. You may also contact the USVG JudgeKeeper.
To create a game for others to play, please use the following template. NOTE: All lines beginning with * need to be altered first, in order to customize your game (and remember to remove the *'s). Most games *should* be gunboat; the majority of Vermonsters prefer it that way.
You can change the comments as you see fit and any of the other lines; I do ask that *after* the game starts, you switch the game to NoList (signon as master and "set NoList"). You can play strange variants or use Proxy or play NMR or NoDIAS or anything else you like, but please make sure that there are enough folks who want to play such a game *before* creating it . . .
The move/retreat/adjust settings are the deadline parameters -- the "next 47.0" in the move line is the main variable (in this case, it specifies a 48 hour game -- you subtract an hour to avoid having an extra day tacked onto the deadline under some circumstances). Generally, you'll want to set this to 23, 47, 71, or 95, for 1- 2- 3- or 4-day deadlines. For more information, send 'get deadline' to the judge.

Please understand that this game will be run under Electronic Protocol
House Rules (for a complete listing, send a note to the judge with the
command "get ep.house.rules" in the body). In particular, take note
of general rules #1 and #10:
1) Joining a game implies an intention to play the game through
to the end. Leaving a game without a good reason is considered
very disrespectful. Don't join unless you are willing to commit
yourself to an entire game, which may take several months.
10) If a player is unable to continue playing, the player should
notify the GM as soon as possible to allow the GM time to find a
replacement.
Signing onto any EP House Rules game is an implicit agreement to play
by those rules; in this game I am making this agreement *explicit*.
Players WILL NOT leave their positions without an extremely good excuse.
Death in the family and loss of job are about the only things I
can think of -- if you are a student with temporary email access,
please do not sign on.
